If you have tried all the official complaints systems and you feel that your problem has not been resolved you can, as a last resort, complain to the Ombudsman (Mrs. Iliana Nicolaou).
    
   
You can get the form from the address below.    It has a pull-down menu.  Fill it in online and send in.  If you do not have a computer, get someone to download the form for you and post it. 

 For absolutely intractable problems which are likely to be breaches of your EU rights there is an EU Petitions procedure, but this can only be used once all legal avenues in Cyprus are exhausted.
